Club and Catering Club licensees such as the Elks Club or American Legion have written rules called bylaws. PLCB regulations require that club licensees adhere to their constitutions and bylaws. If a club licensee does anything contrary to what is stated in those documents, they can be cited by the Pennsylvania State Police, Bureau of Liquor Control Enforcement (PSP BLCE).
Note: Club bylaws must be changed by following the proper steps as determined by the club’s constitution and charter.
